Angola Implements "ASY5" Customs Processing System

Africa-Press – Angola. The General Tax Administration (AGT) began on Monday, in Benguela Province, the implementation of the first phase of the new ASY5 system for customs data processing, to ensure greater efficiency, transparency and alignment with international best practices.

With this, the AGT took another decisive step in the modernization and digitalization of customs services in Angola, with the transition from the ASYCUDA WORLD system to ASY5, which is the most advanced generation of customs data processing.

The ASY5 was developed in accordance with the recommendations of the World Customs Organization (WCO), the World Trade Organization (WTO), and the United Nations (UN), and integrates a streamlined way, all phases of the customs process.

The process ranges from the registration of the cargo manifest to the release of goods, providing greater agility, control, transparency and security in customs operations.

The introduction of this technology reflects the Angolan State’s commitment to improving border management, facilitating legitimate trade and strengthening the fight against irregular practices such as fraud and smuggling.

At the launch event, the coordinator of the ASY5 Project management committee, Cynthia Ratle, highlighted this as a milestone for the start of the system’s implementation in the country and worldwide.

She emphasized that this innovative system integrates important modules that will strengthen the operations of the General Tax Administration (AGT), particularly in the management of the Maritime Cargo Manifest, the Customs Declaration and Accounting and Payments.

According to the official, these tools promote efficiency gains, greater transparency, and convenience for all employees and partners of the General Tax Administration.

“This day undoubtedly marks a turning point for the AGT and for Angola, towards a more modern, integrated future aligned with global best practices”, she said.

According to the source, this is a significant step in Angola’s commitment to the most innovative international practices in the field of customs and tax administration.

Cynthia Ratle highlighted that Angola, through the AGT has been actively strengthening efficiency, modernization, and transparency in services, aiming to promote a better business environment in the country.

She also stated that strengthening these practices reflects the ongoing commitment to offering a more accessible and faster experience to taxpayers and partners.

Regarding the implementation of the Asycuda World system, she revealed that it was a historic mark, as integrated dynamic modules allowed for the transformation of management capacity, from the Cargo Manifest to the Electronic Questionnaire (eQuery).

However, as time demands new responses to the growing challenges of international trade, Cynthia Ratle stressed that globalization and the complexity of cross-border logistics are putting the country to the test.

Therefore, a coordinator of the ASY5 Project management committee highlighted it as a priority in order to facilitate legitimate trade and ensure the security and integrity of the logistics chain.

“It is in this spirit that, in June 2024, a high-level team from AGT traveled to UNCTAD headquarters in Geneva to formalize the accession to ASY5, the new generation of the Asycuda platform”, she informed.

The official also stated that this new system not only represents a technological advancement but also to implement the joint effort to modernize the customs sector in Angola.

The launch of the first phase of the ASY5 system was attended by commanders of the Fiscal and Customs Police of Benguela province, representatives of the Chamber of Official Customs Brokers of Angola (CDOA), as well as officials from the 4th Tax Region.
