Africa-Press – Angola. The Council of Ministers considered this Monday, for submission to the National Assembly, three proposed laws, with emphasis on the crimes of vandalizing public goods and services.
Considered in a meeting led by the President of the Republic, João Lourenço, the proposed Law on the Crimes of Vandalism of Public Goods and Services aims to optimize the existing regulatory treatment and adapt the current regime to the evolution of the prevention and repression needs of this type of crime.
According to the final communiqué of the meeting, the Executive considers that the vandalism of public goods and services has caused great damage to the Angolan State.
It states that these conducts must be criminalized, because they put at risk the sustainability of public investment made to satisfy collective needs, with a decisive impact on the preservation of the national economy and sustainable development.
On the subject, the Minister of State and head of the Civil House of the President of the Republic, Adão de Almeida, said that the proposed law aims to introduce a new vision in the process of predicting crimes and sanctioning the main offenders.
He explained that the novelty is the approach to the entire circuit of the process of committing the crime, which goes from the agent who commits it and encompasses everyone who instigates, finances and sponsors these actions.
He confirmed that those who purchase public goods resulting from the crime of vandalizing and destroying public property will also be sanctioned.
He reported that crimes of destruction of public property, damage to public property, attack on security, theft of public property, reception are foreseen, with a special increase in the penalty being foreseen when public officials are involved in the instigation.
As an additional penalty, for cases in which foreign citizens may have participated, it is expected that in addition to the measure of deprivation of liberty, the penalty of expulsion from the national territory may also be applied, after serving the prison sentence.
Regarding the penalties, he stressed that they vary depending on the nature, severity of the crime and the quality of the agent, exemplifying that for the destruction of public property, prison sentences ranging from five to 10 years are foreseen.
For crimes, he said, such as damage to public property, of small, high or considerably high value, the penalties vary from three to 15 years in prison.
The CM considered the proposed Law on the Special Regime for the Availability and Consumption of Alcoholic Beverages, within the perimeter of hospital, military, police and educational institutions.
The emergence of the diploma is justified by the health consequences of excessive consumption of these drinks, putting professional practice at risk and interfering with school learning and intellectual capacity in general.
According to the statement, with its approval, the Executive intends to regulate the commercial activity of alcoholic beverages, making it compatible with the State’s objectives of guaranteeing public safety and the protection of youth.
It was also a proposal for a specific amendment to the Anti-Doping in Sports Law, to adapt it to the requirements of international regulatory bodies on the matter in question.
The aim of this measure is to avoid the application of sanctions to national athletes in international competitions and the loss of opportunities to host international sporting events.
