Angolan Govt Bans the Practice of Weighing Metals

Africa-Press – Angola. The practice of weighing ferrous and non-ferrous metal is banned across the entire Angolan territory as from Friday, January 6, with a view to “stopping” the constant acts of vandalism to electrical, water, transport, communication, sanitation infrastructures, among other essential public services in the country.

In accordance with the Executive Decree of the Ministry of Industry and Commerce, published on Tuesday, this measure establishes the ban and consequent revocation of all licenses, regardless of the licensing entity, for the activity of scrap metal dealers, as well as defining inspection measures aimed at preventing illicit practices and protecting public assets.

The legal Act, signed by the Minister of Industry and Commerce, Rui Miguêns de Oliveira, applies exclusively to natural or legal persons who carry out, on a main, accessory or occasional basis, the activity of providing weighing services for these metals, regardless of their origin.

Specifically, the measure covers weighing houses, scrap dealers, intermediaries and warehouses linked to the business of weighing ferrous and non-ferrous metal, operators of scales or scrap scales for commercial purposes, collection points, backyards, warehouses, parks, commercial construction sites and other spaces not permitted by applicable commercial legislation.

However, legally licensed industrial units are excluded from the scope of application of this Act, namely steel, metallurgical and other manufacturing industries, which use ferrous and non-ferrous metal as raw material or production input, within the framework of the respective industrial process.

This expected exclusion covers all internal operations of receiving ferrous and non-ferrous metal, weighing, storage, handling and transformation, carried out during the industrial production process.

Industries excluded from the scope of application of this diploma may only use, as raw material or input, ferrous and non-ferrous metal of proven legal and official origin.
