Africa-Press – Angola. The Angolan government is preparing a methodology that will integrate remuneration policies, functions, and careers in order to fairly equalize civil service salaries, announced on Wednesday the minister of Public Administration, Labor, and Social Security, Teresa Dias.
The minister disclosed the information to the press at the end of the 5th session of the Council of Ministers, which reviewed the Reference Catalog of Public Functions, a document that aims to bring greater transparency to the civil service remuneration system through clear communication and the systematization of references for the development of professional qualifications.
“What we are doing is consolidating all the categories and functions that existed in a scattered manner and that made it very difficult for the human capital manager of the Public Administration to make the right decisions,” explained the minister.
She stated that, in accordance with the approved decree, her ministerial department will necessarily have 12 months to make the transition from an interim catalog to a definitive one, considering that there are still challenges to be overcome.
“Although we are bringing together the various diplomas, it is important to note that some categories and functions, especially those of the judiciary and legislative bodies, are contained in laws and these cannot be changed by presidential decrees,” the minister said.
For Teresa Dias, the Reference Catalog of Public Functions should be used as a basis to also bring greater transparency and speed to the system in the way it acts as managers of human capital in public administration.
The project, said the minister, is in line with existing systems, such as the Integrated Financial Management System, the Integrated Tax Management System, and the Social Protection System.
Youth employment project
The minister reported that a study was conducted with the World Bank in 2023, which led to recommendations focusing on the creation of a strategy for job creation.
Similarly, the study concluded that there is a need to increase productivity in the short term, invest in human capital for skills development with a view to creating better jobs, especially for women, and create active policies and programs for vulnerable young people in order to improve the critical situation that has been observed.
The minister said the project will support vulnerable young people aged 16 to 35 through eliminating constraints in the supply and demand of labor, increase incentives for companies to hire recent graduates, promotion of green, digital, and entrepreneurial jobs, entrepreneurship, and improving the low quality of existing and unsustainable jobs.
At Wednesday’s Cabinet Council’s meeting, chaired by the President of the Republic, João Lourenço, the members of this body were informed about the implementation of the Employment and Opportunities for Young People in Angola Project, which will be implemented from this year until 2029.
The program is expected to benefit around 500,000 citizens through its various initiatives, with at least 40% being women and 6% people with disabilities.
