Africa-Press – Angola. At least 1,575 accountability processes were submitted this year to the Court of Auditors (TC), of which 162 were definitively decided and 33 are pending, at a time when there is a focus on digitization, the presiding judge, Sebastião Gunza informed on Monday in Luanda.
Speaking at the Court of Auditors’ end-of-year greetings ceremony, the magistrate highlighted that the institution also registered 16 audit processes that are in the jurisdictional phase, having processed 12 processes of financial and reintegrative responsibility.
The official did not reveal the value but added that during the year under review, the TC registered 13 autonomous processes of fines, within the scope of sanctioning financial responsibility.
According to him, throughout this year, the Court produced 19 rulings in cases of financial liability and restitution.
Regarding preventive oversight, he reported that 148 cases were registered, with 315 reviewed, 108 returned, one rejected, and 11 under verification in the divisions.
According to the judge, compared to 2024, there is an increase of 96 reviewed cases.
On the other hand, Sebastião Gunza stated that digital reform is underway, aiming to have a technologically modern court.
“With this, we acquired licenses for the IDEIA platform, in order to facilitate and enhance the collection and processing of information in audit proceedings”, he said.
He added that, regarding investment in human capital, the Special Career Regime of the Court of Auditors has been approved and is in the implementation phase, having benefited from various training programs on diverse subjects both in the country and abroad.
He highlighted that, as a result of the existing Cooperation Agreement with the Court of Auditors of the Brazilian State of Tocantins, Master’s and Doctoral courses have begun at the Federal University of Tocantins, whose trainees are Court employees.
The Court of Auditors, as the authority responsible for the external control of public finances, applies constitutional principles, among which the principle of independence from other sovereign bodies or any other authority and the principle of exclusive submission to the law stand out.
The principles of justification, mandatory nature and prevalence of its decisions, the principle of publicity and the right to assistance from other authorities also apply.
The Court of Auditors (TC) mission is to oversee the legality of financial and administrative management acts of the State and other public and private institutions as determined by law, in order to ensure the proper use of public resources for the benefit of Angolan citizens.
