Africa-Press – Angola. The National Electoral Commission (CNE) evaluated, this Monday, the supporting documents for the Electoral Civic Education campaign, for the general elections of 24 August. The president of the CNE, Manuel Pereira da Silva, guided the work of the meeting.

CNE spokesman Lucas Quilundo explained that the commissioners appreciated the terms of reference for the Civic Education campaign, adding that it will take place in three phases: the first is dedicated to clarifying general concepts about the elections, namely the definition of general elections, what they are for and which entities are to be elected, in this case the President of the Republic, the Vice-President of the Republic and the deputies to the National Assembly.

“The second phase of the campaign will be dedicated to the location of the Polling Stations. Therefore, it will be a stage in which the CNE will, with the use of Civic Education agents in the places with the highest population concentration on a national scale, disseminate and help citizens and clarify their doubts, regarding the need they have to locate and know which polling stations they are located in, so that they do not have difficulties on election day”, he said.

In the third phase, called voting, using Civic Education agents, voters will be explained how they should exercise this civic duty. “Not for whom they should vote, but how they should vote”, he explained, stressing that a comic strip was also approved, with dialogue and content related to these aspects of Civic Education, as well as the instruments of the publicity campaign for this whole process.

For today, the CNE is holding an international seminar on early voting and voting abroad.

The CNE spokesperson explained that the seminar is part of the General Assembly of the Network of Jurisdictional and Electoral Administration Bodies (ROJAE) of CPLP Countries, whose rotating presidency is currently held by Angola, through the president of the National Electoral Commission, Manuel Pereira da Silva.

The seminar will take place based on Angolan and CPLP electoral legislation, which provides for early voting and voting abroad. “However, these voting modalities have not been practiced in Angola. With this seminar, the aim is to collect experiences for the National Electoral Commission to assess the feasibility of starting to practice early voting here as well”, said.

Lucas Quilundo said that the CNE is creating the technical conditions for the approximately 18,000 citizens who updated their data abroad to exercise their right to vote. On June 8, the CNE will hold the General Assembly of ROJAE, which will focus on matters related to electoral observation, in the August election in Angola, and in the presidential elections in Brazil, in October. The terms in which the observation missions will be organized will also be discussed.
