The Minister of State and Head of the Military Office of the President of the Republic, Francisco Furtado, considered the 2024 Census as an essential pillar for planning and strategic decision-making, as well as reaffirming the Executive’s commitment to promoting public policies based on concrete data.

When speaking at the closing ceremony for the release of the definitive data from the 2024 Census, he promised that the results of this process will serve as a basis for a more inclusive, sustainable and human national development, considering statistical data as the compass of governance.

The Minister of State emphasized that the results of the Census, based on robust data on the country’s economic and sociocultural reality, will enable the Executive to reassess the goals and objectives established in its main planning and management instruments.

Among these, he highlighted the National Food and Nutritional Security Strategy, the National Development Plan, the National Spatial Planning Plan, as well as other sectoral programs in the areas of education, health, housing and sanitation.

In his speech, Francisco Furtado recognized that statistics constitute the fundamental pillar on which the State’s strategic decisions are built.

For the minister, they ensure the planning and optimization of territorial management, the definition of social priorities, the effective management of human and natural resources, as well as the assessment of the impacts of public policies.

For the implementation of the 2024 Census, said the minister, it was imperative to lay the foundations with scientific rigor, with days and nights of intense work dedicated to this purpose.

He recalled that the Census phases included planning, census cartography, carrying out pilot tests, the census operation itself, the coverage survey, data processing, culminating in the publication of definitive results.

First Digitized Census

The Minister of State and Head of the Military House of the President of the Republic made it known that all census stages were carried out using technological innovation, this being the first fully digitized census carried out by the country.

He noted that, in addition, it was possible to publish the definitive results within an exceptionally short period of time: ten months after collecting data from households.

He made reference to the motto that guided the census “Together We Count for Angola”, to further state that “when we count for Angola, we contribute to its progress and its future”.

Exercise of citizenship

According to the government official, the 2024 Census was, in addition to a major technical operation, an affirmation of statistical sovereignty in the exercise of citizenship and a commitment by the State to strategic planning for the country’s development.

“Ten years after the first census carried out in 2014, we returned to the field with a clear mission, to update the portrait of Angola” said the Minister of State, noting that, throughout this process, the Executive demonstrated that good governance is built on the basis of reliable and credible data.

More than 79 thousand census agents

Francisco Furtado said that more than 79 thousand census agents, men and women from all provinces, walked through the streets, towns and villages, visiting each household, equipped with electronic devices and with a deep sense of dedication to collect the information necessary for the census operation.

To date, reports on the 2024 Census have been prepared and released, namely the definitive results report, summary reports and the report on the coverage survey or post-censal surveys.

In this regard, Francisco Furtado made it known that INE is also committed to preparing provincial profile reports and, in coordination with the multisectoral provincial commissions to support the carrying out of the 2024 Census, provincial acts of dissemination of local results will be promoted, scheduled to begin on January 28, 2026 in the province of Cunene.

On the occasion, he expressed gratitude to the National Statistics Institute (INE), for its exemplary technical capacity in conducting the 2024 General Population and Housing Census, to the Ministerial Departments represented in the Multisectoral Commission, technical groups and the Defense and Security forces.

He extended his thanks to religious congregations, traditional authorities, international partners, especially the United Nations Population Fund (UNFPA), the World Bank, the United Nations Economic Commission for Africa (UNECA) and the media.

The 2024 Census was organized by the Angolan Government through the National Statistics Institute (INE) and had technical support from the United Nations Population Fund (UNFPA) and financial support from the World Bank.

The count made it possible to understand the geographic distribution of the population, composition by age and sex, family structure, education levels, occupation, housing conditions and other social and economic aspects.
