Africa-Press – Angola. Eight guarantees judges started, Tuesday, the judicial activity in the courts of the Comarca of Bailundo, Caála and Huambo, to safeguard the respect and protection of fundamental rights of the citizens, in the phase of preparatory instruction.
These are the judges Hélder Vicente da Silva, Orlando Rodrigues Lucas, Augusto Sérgio Bungo, placed in the District of Huambo, Waldimir Tumba Domingos Bucassa, Reinaldo Leite Moreira Bastos (Bailundo), Avelino Yululu, Dilú Armando Caetano Kinzimba and Pangue Carlos Jerónimo Afonso ( Kaala).
The guarantee judge is one of the novelties of the new Code of Criminal Procedure, in force since February 2021, being responsible for the application of personal coercive measures, with emphasis on preventive detention, until then in charge of the public prosecutor, in the preparatory instruction phase of the processes.
The presiding judge and coordinator of the Judicial province of Huambo, Hélder Vicente da Silva, said that the number of magistrates available for this region of the Central Plateau, with a very high procedural volume, is small.
At the very least, he said, the Comarcas of Caála and Bailundo should have, respectively, four guarantee judges and Huambo should, at least, have started with six, in view of the procedural speed required.
Hélder Vicente da Silva informed that the Judicial province of Huambo currently has 44 judges, five in the Comarca of Bailundo, seven in Caála and 32 in Huambo, with a total of six thousand and 40 cases being processed .
According to the magistrate, of the cases that are being processed, there are 1,200 in the Criminal Room, 3,367 in the Family Room, with a greater volume for those of evasion of paternity, with a total of 1,839, resulting from the sum of the processes of Resolution of Paternal Authority (thousand 310) and Establishment of Affiliation (529).
They also have 252 processes being processed in the Work Room and 1,302 in the Civil and Administrative Room.
With an area of 35,771 square kilometres, which make up 11 municipalities, 37 communes and 3,387 villages, the province of Huambo has a population of over 2,756,159 million inhabitants.
