Africa-Press – Angola. The new presiding judge of the Court of the District of Huambo, António Filipe Sebastião, promised, this Thursday, greater commitment to the resolution of pending judicial proceedings.

Speaking to the press, after being introduced to the governor of Huambo province, Lotti Nolika, the magistrate referred that the Superior Council of the Judiciary (CSMJ) is concerned about the fact that, in recent times, there has been a lot of pending cases, which it cannot happen in this region, considered one of the references of the country.

He highlighted that the pendency of judicial cases was resolved with the implementation of the Courts of Appeal, as an appeal body, which came to relieve the Supreme Court in the most varied processes.

To this end, the judge asked for unity among the staff of the Court of the Comarca of Huambo, from judges to basic officials, so that all the proposed objectives are achieved.

Excess pre-trial detention

António Filipe Sebastião said that, from the point of view of excessive preventive detention, the situation has improved with the existence of guarantee judges, responsible for safeguarding citizens’ freedoms, which are often violated.

This region of the country has eight Guarantee judges who exercise judicial activities in the courts of the Comarca of Bailundo, Caála and Huambo, to safeguard the respect and protection of the fundamental rights of citizens, in the preparatory instruction phase.

The member of the Superior Council for the Judiciary (CSMJ), Fernando de Almeida Gomes, said he hoped that the new presiding judge of the Comarca of Huambo province would fulfill the role he had been entrusted with.

He asked the new judicial officer to work with all the other bodies, from the Attorney General’s Office, the Delegation of Justice and Human Rights, the Prison Services and the National Police, with a view to reducing the length of civil and criminal proceedings.

In turn, the governor of Huambo province, Lotti Nolika, promised support and cooperation with the new presiding judge of the local Comarca, with the aim of resolving the main judicial problems that still worry the population.

He said he was aware of the difficulties facing the judiciary, especially in terms of infrastructure, a situation that, despite the current economic situation, is being resolved by the Angolan government.

With more than 17 years in the judicial magistracy, the judge of law António Filipe Sebastião replaces the guarantee judge Hélder Vicente da Silva, who exercised the function between March 2021 and July of the current year.

The judicial province of Huambo is composed, in accordance with Law n.o 2/15, of 2 February – Organic Law on the Organization and Functioning of the Courts of Common Jurisdiction, by three regions, namely, the Comarca of Huambo (headquarters ), with the integration of the municipalities of Cachiungo and Chicala-Cholohanga, that of Caála, which houses the municipalities of Longonjo, Ecunha, Ucuma and Chinjenje.

It also includes the District of Bailundo, covering the municipalities of Londuimbali and Mungo.
