Africa-Press – Angola. The Members of the Parliament from the specialized working committees (1st, 4th, and 10th) of the National Assembly (AN) on Tuesday resumed the discussions on the proposed amendment to the Organic Law on General Elections, seeking to reach a consensus.
In statements to the press after the debates, which continue next Wednesday, MPLA deputy Milonga Bernardo explained that the day was marked by the search for rapprochement between the parliamentary groups and the Executive, so that an amendment law can be created that can achieve the broadest consensus.
The parliamentarian reported that one of the most divisive issues was related to the proof of life requirement, noting that although the law has not yet been voted on, there is already a consensus that it should be carried out in all pre-election years.
On the agenda for the day was the Proposed Bill Amending Law No. 8/15 of June 15, the Official Voter Registration Law, initiated by the Executive, and the draft of the same law proposed by the UNITA Parliamentary Group.
The Executive’s legislation suggests changes to Articles 5 (Officiality and Mandatory), 13 (Structure and Function), 15 (Transmission of Data to the National Electoral Commission), 20 (Information for Statistical or Scientific Research Purposes), 25 (Information from Local Authorities), and 28 (Complaints) of Law No. 8/15 of June 15, as amended by Law 21/21 of September 21 – Official Voter Registration Law.
With this amendment, the Executive intends, among other things, to address the regulatory shortcomings detected in the practical application of Law No. 8/15, the Official Electoral Registration Law, amended by Law No. 21/21, by improving some of its postulates, making it clearer and more feasible in practice.
It also suggests amending Articles 53 (In-Person Registration of Adults), 59 (Monitoring of In-Person Registration of Adults), 60 (Rights of Inspectors), and 68 (Content of the Registration).
The discussions are being monitored by the Minister of State and Chief of Staff to the President of the Republic, Adão de Almeida, among other aides to the Head of the Executive Branch.
