“Njila” project contributes to the modernization of public administration – Secretary of State

Africa-Press – Angola. The “Njila” project constitutes one of the means of enabling public finance reforms and modernizing municipal administrations, said, this Tuesday, in Huambo, the Secretary of State for Territorial Administration, Teresa Quivienguele.

The person in charge was speaking at the presentation of the “Njila” project at the level of the provinces of Bié and Huambo, as part of the implementation of competent, local governance that promotes citizenship and sustainable management of the territory.

On the occasion, the Secretary of State highlighted that this project is one of the strategic tools defined by the Angolan Government, which will also contribute to the materialization of the Municipal Master Plan (PDM) 2023/2027, related to the public administration training program, deconcentration and administrative decentralization already underway in the country.

He said that the path to better serving citizens is what this project aims to do, as it aims to promote more efficient and sustainable management of municipal territorial districts, by strengthening the skills of municipal public management bodies.

The project also provides for the training of staff in the areas of public finance management, the preparation and implementation of municipal master plans, to improve the provision of public services, as well as the promotion of social and economic growth of communities in the 58 municipalities covered by the project.

Teresa Quievienguele said that with the implementation of Njila, project diagnosis strategies will be reinforced and, consequently, the correction of errors made in previous sustainable development programs, to achieve the well-being of the population in various areas.

The Secretary of State for Territorial Administration added that the projects will be implemented in a contextualized manner, according to the needs of each municipality, to avoid economic waste and the discontinuity of public service modernization programs.

For her part, the governor of the province of Huambo, Lotti Nolika, considered the Njila project as an opportunity that will allow for the accessibility of public services and the solidity of the strategic plan to improve the living conditions of the population in the communities.

The governor declared that the implementation of the project will make public service more fluid and improved, for the consolidation of public services.

To this end, he said collective commitment is necessary so that the project can be reflected in the lives of the population, through the exercise of transparency in public services and accountability.

Speaking to the press, the vice-governor for the Political, Social and Economic sector of the province of Bié, Alcida Celeste Camateli, highlighted that the Njila project will provide financial autonomy for municipal administrations and more responsible management.

In the province of Huambo, the municipalities of Bailundo, Caála, Cachiungo, Chicala-Cholohanga, Huambo, Londuimbali, Mungo were covered, while in Bié the project covers the municipalities of Andulo, Camacupa, Catabola, Chinguar, Cuito and Nharea.

Njila is an Executive project on strengthening governance to improve the provision of services, in an investment valued at 250 million US dollars, expected to last five years, in an agreement signed by the Angolan Government and the World Bank.

The project will operate in the provinces of Benguela, Bié, Cuanza-Sul, Cunene, Huambo, Huíla, Luanda and Uige, in a total of 58 municipalities, with the purpose of increasing the reliability of fiscal transfers and the coverage of birth registration services as well as the issuance of Identity Cards.
