Africa-Press – Angola. The deputy municipal administrator of Benguela, Suzana Stela Santos, defended, this Thursday, that the Participatory Budget should boost income-generating activities for local communities.

The also responsible for the Economic and Financial Area of ​​the Municipal Administration of Benguela was speaking after the election of the new Technical Committee for the Management of the Citizens’ Budget (CTGOM), for the 2023-2024 biennium.

For Suzana Stela Santos, it is important that the Participatory Budget, estimated annually at 25 million kwanzas, prioritize actions that contribute to employability and increase income in disadvantaged communities.

That official suggested to the new Technical Committee for the Management of the Participatory Budget, among other actions, the acquisition of mills, since they contribute to the reduction of unemployment, mainly among young people.

“These actions have a notable impact, as they generate income and reduce unemployment levels in the communities”, stressed the source.

Likewise, he encouraged the 11 members of the said commission to continue their commitment to public lighting and basic sanitation in some neighborhoods in the municipality of Benguela.

To this end, the interlocutor asks for rigor in the management of funds in accordance with the rules for the financial execution of the Citizens’ Budget, contained in Presidential Decree 234 and 235/19 of 22 July.

This is the Presidential Decree that institutionalizes and regulates the Participatory Budget at municipal level.

According to her, there are, however, projects that remained to be carried out in the previous mandate (2021-2022), such as the construction of busts of emblematic figures, such as Father Horácio and writer Aires de Almeida Santos.

In turn, the new coordinator of the Technical Committee for Participatory Budget Management, João Tchingola Muniquila, said that he will pay greater attention to vulnerable communities in remote areas of the municipality of Benguela, to mitigate hunger and poverty.

The coordinator, elected with 44 votes to lead this commission over the next two years, also pointed to “palliative actions” such as replacing public lighting poles in neighborhoods such as Benfica, São João and 28, on the outskirts of the city of Benguela.

The new group, responsible for managing the 25 million kwanzas allocated to the municipality of Benguela, is made up of 11 members, elected by 158 citizens representing all the social fringes of the region.

The election was preceded by a training course on the methodology for drawing up the CTGOM project portfolio and rules for the financial implementation of the Participatory Budget.

Members of the municipality’s residents’ commissions, groups of teachers, nurses, civil society organizations, peasants, pastors, association of young entrepreneurs, assisted by employees of the Municipal Administration of Benguela, took part in the meeting.
