The technical support group for the Interministerial Commission for the implementation of the Integrated Intervention Plan in Municipalities (PIIM) recommended Friday, the Huíla Government and municipal administrations to observe greater rigor regarding the technical and financial capacity of companies, in future public tenders for works.
This measure will guarantee the continuity of the execution of the works and avoid any “unnecessary embarrassment” that has to do with the disability, according to the Secretary of State for Land Transport, Jorge Bengue, who coordinated the team and spoke to the press at Humpata.
Taking stock of the technical group’s three-day visit to the works in Huíla, which ended this afternoon in the municipality of Humpata, the source said that they had noticed the existence of some “not very serious” contractors who, due to financial inability to keep up with the work , abandon the works.
Jorge Bengue said that what the State did at the beginning is an advance to create the conditions for mobilizing equipment and human resources, from then on, the company should invoice for the work done, based on the measurement records.
“It seems that there were and still are some less good old habits, from a few companies, but we cannot fail to emphasize this, because a work stoppage cannot be justified by waiting for an invoice of five or 12 million kwanzas. It can be seen that it is not a company that has requirements to take on certain works”, he said.
He explained that during the visit they noticed two works in this situation, of two schools with 12 classrooms, in the municipalities of Lubango and Cuvango, which had been paralyzed for more than six months and the contractors were instructed to resume them, as the stoppage by the advancing motives.
He continued that in relation to the school in Lubango, the degree of physical and financial execution are the same, while in Cuvango, the contractor has all the material for finishing and has stopped because he is waiting for a payment of 12 million kwanzas.
He added that the work on Cuvango has already been resumed, after raising awareness and they were given the guarantee of the State to settle the invoice.
Jorge Bengue defended that the works inspector, as a representative of the owner of the infrastructure, must ensure compliance with the execution schedule of those works and all the technical requirements inherent therein.
“Each project that is delayed has to remember that there is a community afflicted with the lack of service that eventually the infrastructure would make available to the population in a timely manner”, he recalled.
He stressed that in addition to visiting the projects, they also sought to assess the degree of satisfaction of the users of these social facilities, some of which are already in operation, as the idea is not just to build, but to check to what extent these infrastructures are being useful for the communities.
He referred that the challenges are great and what has been done in terms of the PIIM is still not enough to solve the various needs that the province has, mainly in the education sector, hence the need to identify priorities with the communities.
For the person in charge, it is important to speed up the processing of certain types of file, as there are still embarrassments arising from the circuit itself, from the municipality, the province, from the latter to the Ministry of Finance, a delay that can be avoided with the help of the coordination of the group .
He considered that Huíla is well positioned, as they left with a positive impression, which is why they expressed satisfaction with the attitude of the administrators, who have been key players in monitoring the works.
Huíla with over 160 completed PIIM projects
The province has a project portfolio of 226 projects, of which four are central and 222 are provincial and municipal.
Of the 222 provincial and municipal projects, 168 have already been completed and the rest are in the process of being concluded this year, according to the vice-governor for Infrastructure and Technical Services of Huíla, Hélio de Almeida.
He stressed after the visit of the technical cry of support to the Interministerial Commission for the implementation of the Integrated Plan of Intervention in Municipalities (PIIM), the provincial government will better articulate the work between the contractor, owner of the work and the inspector.
“We are closing this portfolio and we are in a position to go for a second or third sequence of PIIM. We have a general survey that the province has education, health, electrification, water, it is a large number that must be done sequentially, according to financial availability and logistical programming”, he advanced.
He reinforced that Huíla’s priority is to complete the education infrastructures, improve the quality of the health infrastructures and create conditions to improve the communication and energy routes to generate the development of the communities.
