Africa-Press – Angola. Eight billion, 559 million, 658 thousand and 865 kwanzas is the amount applied since 2020 in the execution of various social impact projects in the province of Zaire, within the scope of the first phase of the implementation of the Integrated Plan of Intervention in Municipalities (PIIM ).

This amount corresponds to 48.52 percent of the global value estimated at 19 billion, 370 million, 302 thousand and 473 kwanzas allocated to the province of Zaire for the execution of 91 social projects in the areas of urban roads, construction and equipping of schools , rehabilitation and expansion of hospitals, headquarters of communal administrations, protocol residences, among other actions.

The information was revealed this Wednesday, in Mbanza Kongo, by the Deputy Governor of Zaire for the Technical and Infrastructure sector, Ângela Maria Diogo, on the sidelines of a meeting that brought together the Provincial Government and contractors to assess the degree physical and financial execution of the projects included in the PIIM.

The meeting, said the vice-governor, marks the kick-off on the guidelines issued a few days ago by the provincial governor, Adriano Mendes de Carvalho, who, among other actions, recommended the creation of a technical commission to monitor the works inserted in the PIIM in the region.

He explained that according to the survey carried out at the level of the six municipalities, factors of a contractual nature between the Provincial Government and the construction companies in the elaboration of records of dimensions, the lack of books of works and technical weaknesses on the part of some contracted companies as some constraints that contribute to the delay in concluding the PIIM works in the province.

According to the architect, some companies that were awarded the contracts right at the beginning ended up giving up due to alleged technical difficulties, forcing the Provincial Government to hire other builders.

Contractors claim delay in payment of funds

Some contractors stated that the delay in the execution of the PIIM works in Zaire is due to the delay in the payment of values ​​by the municipal administrations.

They added that many PIIM works with physical execution in the order of 80% only have 50% of financial execution.

They also pointed to the increase in construction material prices in the local market, combined with the poor state of some communication routes as some of the factors that delay the delivery of works to the owner.

Governor against overbilling

The governor of Zaire, Adriano Mendes de Carvalho, warned the local business class to refrain from acts of over-invoicing in the execution of PIIM works, under penalty of being criminally liable.

He urged contractors to denounce possible commissions with municipal administrators and other public managers in the execution of any social project included in the Integrated Intervention Plan of Municipalities (PIIM) in this part of the national territory.

He also asked the inspection companies to carry out their mission with transparency and fairness for the successful implementation of social impact actions in the region.

As part of the PIIM, the province of Zaire has already opened five schools, four of which have seven classrooms each in the municipalities of Mbanza Kongo, Soyo, Tomboco and Nóqui and another with 12 classrooms in the provincial capital.

With a territorial extension of 40,000 and 130 square kilometres, the province of has an estimated population of over 500,000, spread over six municipalities, 25 communes and 711 villages.
