Africa-Press – Angola. The Secretary-General of the Portuguese Socialist Party (PS), José Carneiro, declared on Wednesday (03) in Luanda that Portugal’s legislation on nationality should consider the privileged relationship with Portuguese-speaking countries, with special attention to Angola.

Speaking to the press at the end of an audience granted to him by the Angolan Head of State, João Lourenço, the Portuguese politician stated that legislation on foreigners should reflect a fundamental principle of Portuguese foreign policy, such as maintaining relations of friendship and partnership with Portuguese-speaking African countries (PALOP).

According to the politician, the Portuguese community in Angola and the Angolan community in Portugal, are united by strong ties of esteem based on linguistic, cultural, historical, and, in some cases, blood ties.

He understands that these relations foster a brotherhood that manifests itself in the pursuit of common goals for the future of development cooperation, peace, and the well-being of both national communities.

According to the source, Portuguese nationality legislation, when revised, should consider this privileged relationship PALOP, with special attention to Angola.

The manner in which the proposal was presented to the public generated concern among the Portuguese-speaking community, but the Portuguese politician assured that they will seek to ensure that the nationality law is in line with this historical, cultural, linguistic, cooperative, and even affinity relationship with Portuguese-speaking countries.

The revision of the Nationality Law in Portugal has caused apprehension among Portuguese-speaking communities.

In June 2025, the Portuguese government approved a set of amendments to the Nationality Law and the Foreigners’ Law, which were sent to Parliament for approval.

These changes are considered controversial because they restrict access to nationality, extending the minimum residency period from 5 to 10 years (or 7 for Portuguese-speaking countries) and providing for the loss of nationality for those who commit serious crimes with sentences exceeding 5 years.

Angola and Portugal maintain several bilateral cooperation agreements, mainly in the economic and financial fields, notably the Strategic Cooperation Program, initialed bakc in 2023 and scheduled to last until 2027.
