Africa-Press – Angola. The architect and consultant for the Ministry of Territory, Hélder José, defended in Lubango the urgency of structuring integrated actions for the regeneration of land use, AS a strategy for the urban requalification of municipalities.

Hélder José made this assessment when he addressed, on Saturday, the theme “Strategy for urban requalification”, during a forum addressed to administrators of the country’s 164 municipalities, within the scope of the 4th edition of the Feira dos Municípios e Cidades de Angola, which the Lubango welcomes since Thursday and ended Sunday.

According to the architect, the lack of this component in the areas of formulating governance policies in matters linked to territorial planning has been one of the reasons why the impact of the actions carried out does not reach the expected results.

He detailed that cities receive contingents of new populations that do not have enough training to experience such changes, resulting in heavy trends of urbanization of spaces and settlements, due to the cultural shocks they encounter.

The entire territorial plan that is drawn up, according to the specialist, is to meet people’s needs, hence it must contain the aspirations and needs of the most fragile majorities in terms of access to cities.

According to the MAT consultant, the success of the urban regeneration operation is based on the establishment of policy measures for the Requalification of Human Capital, but for that it is necessary to activate mechanisms that lead to effective strategies for the Requalification of Human Capital.
