Simplifica Program ensures procedural speed in Cunene

Africa-Press – Angola. The Public Administration Acts and Procedures Simplification Program is ensuring greater dynamics and speed in the procedural processing of different documents in the Justice and Human Rights sector, in the province of Cunene.

In progress since 2021, Simplifica aims to improve the provision of public services to citizens and companies, favor the digital principle in relations between administration and individuals and exclude the vicious cycle of corruption in public services.

In a statement this Friday the curator of the Cunene Records, Laurinda Lipitua Irineu, guaranteed greater efficiency and speed in public services that are helping to improve the relationship between citizens and institutions, thus guaranteeing greater credibility.

Being a gradual process, he said that the measures are making life easier for the population in obtaining documents, which were previously quite bureaucratic and allowed acts of corruption.

He made it known that in terms of records, Simplifica 1.0 suppressed some documents, such as the criminal record certificate, the census slip and military declaration for those men who intend to get married.

He recalled that, previously, for families to transfer a corpse from one province to another it was necessary to issue several documents, such as a license visa, certificate and death certificate, among others, which created certain constraints for users, as they were processes slow and bureaucratic.

For his part, the head of department of the Civil and Criminal Identification Archive, Carlos Amaral, recognized that the program introduced new dynamics and administrative procedures necessary for various stages of issuing the Identity Card (ID).

With this, it ensured that administrative acts and procedures are more simplified, less bureaucratic and modernized, which guarantees greater speed in satisfying the interests of citizens.

As an example, he said that with the simplifier the requirement to present a birth certificate and a police declaration in case of loss for citizens who intend to renew their ID were eliminated.

Specifically, one of the measures already implemented in the Justice sector is the granting of an Identity Card from age zero, in addition to the extension of the validity period of this document up to ten years, for those over 20 years of age.

He also pointed out the elimination of criminal records when entering public service, marriages and the registry office, allowing the elimination or reduction of costs.

In summary, the interim head of the Notary Office of the Justice delegation, Mesaque Zeferino, said that the purpose is to achieve a modern, less bureaucratic administration with high standards of efficiency.

According to the person responsible, with the implementation of simplify 1.0, the sector did not register any major changes, just the non-obligation of public deeds that are currently optional, as well as the authentication of photocopies of the ID card.

“Previously, the applicant to process the public deed had to go to the Registry Office, Commerce Office, Statistical Services, but currently, as they are optional, the user is not obliged to go to these institutions”, he recalled.

In this sense, he highlighted that the program helped citizens and companies to reduce the volume of documents required, improve the provision of services to citizens, increase levels of trust in public services and significantly help users to avoid constant movement between different institutions.

Simplifica Stages and Diplomas

In June 2021, the government launched Simplifica 1.0, through Presidential Decree no 161/21 of 21 June, whose program aims to eliminate 31 administrative acts, in the fields of Justice, Commerce and Education, including the requirement to present the birth certificate when applying for renewal of the Identity Card (ID).

Based on gradualness, Decree 188/21 of 1 August was approved, which aims to implement the discontinuation of the presentation of central and local public administration services to the requirement for documents such as criminal records, military census records and police declarations in case of of loss.

Decree 193/22 of 22 July was also approved, which eliminates the requirement for a residence certificate for citizens who have a resident card.

On July 27, 2022, Simplifica 2.0 was launched, which brings together 26 acts and 89 concrete measures of Simplifica, with emphasis on the unification of the booklet and the property title.

Through Decree 198/22 of 23 July, the municipal directorate of health and justice services is responsible for issuing and granting licenses for internal transfers within the national territory, in charge of issuing the stamp imposition notice.
