The salary review of civil servants, especially office holders, as well as the improvement of working conditions and greater transparency in the national judicial system stand out among the recommendations of Huila civil society, for greater efficiency in the fight against corruption.

Citizens expressed their ideas during a consultation meeting on the National Strategy for the Prevention and Repression of Corruption (ENAPREC) project presented Wednesday, in Lubango to public managers, academic, religious and traditional society, politicians, as well as members of civil society in the province.

Public manager Lisender André stated that the issue of wage disparity has to be reflected on, as it is inconceivable that a senior technician earns more than a municipal administrator who has millions in his hands.

The Lubango administrator also said that the civil service is the one that pays the worst to staff, for which reason he does not defend corruption, but they have to attack the causes and remuneration is fundamental, later focusing on working conditions, especially for civil servants. base of neighborhood administrations.

For the president of the Christian Organization for the Church of the Future, Jonas Angelino, the malfunctioning of public institutions, the delay in service and the delay in processing documents contribute to risk factors for the existence of corruption.

He regretted that the institutions do not facilitate the user’s work, which gives the perception that the employee needs “extra motivation” to better serve people, a matter of education and integrity that should start in families and extend to all social fringes .

The provincial secretary of UNITA in Huíla, Augusto Samuel, referred that everyone should have a patriotic conscience, but there are institutions that have an increased responsibility in detecting corruption, from the investigation, the Attorney General’s Office (PGR) and the courts .

“If we don’t have a judicial system committed to its mission, it will be a useless task. Corruption is in all sectors of society and these elements, if they are not dissipated, the citizen can denounce, but there is no guarantee that he will not suffer retaliation”, he said.

The administrator of Caconda, Nandim Capenda, mentioned that corruption has to go through an analysis of the sociological causes that brought the country to the point where it is, with a focus on giving greater stability to employees so that there is no room for corruption.

The provincial conservator, Nivaldindo dos Santos, considers the proposal ambitious, with actions that touch the daily life of the public administration and the citizen, so it is crucial that the project raises the civic notion of each one and that it achieves the objectives.

He praised, in the proposal, the inclusion of the program in schools from the first level onwards to educate children, in order to produce adults with good habits and attitudes.

Father Alexandre Barato, who also participated in the session, reinforced the need for those in power to look more at the contribution of civil society in the process, in order to promote inclusive development, an Angola where children and adults really feel like owners of the country.

Representing the governor, the deputy governor for technical sand and infrastructure in Huíla, Hélio de Almeida, said that the country has entered a phase of adapting a new strategy and that it aims to change what for many years was a difficult process. , taking into account the difficulties of the nation.

It augured that the struggle, within the scope of ENAPREC, would work so that they could reach the levels of a more upright, committed society, assuming the existence of a lot of discipline and rigor.

“We must all work for a more educated, honest society so that punishment is eventually the last action in case it occurs”, he informed.

Angola currently ranks 116th out of 180 countries scrutinized in the Corruption Perceptions Index (CPI) in 2022, having risen 49 places in the last five years.

The draft National Strategy for the Prevention and Repression of Corruption 2023/2028 is an initiative of the President of the Republic, João Lourenço, confirmed by presidential order number 176/19 of 21 October.

To this end, a group was created, consisting of the General Inspectorate of State Administration (IGAE), the Attorney General’s Office (PGR) and the Ministry of Justice and Human Rights, which aims to listen and seek proposals for combating, preventing and repressing corruption.

The commission is carrying out a consultation process at the level of the country’s 18 provinces, listening to representatives of the population, who will make valid contributions to be included in ENAPREC.

The main objective of the strategy is to significantly reduce the levels of corruption in the country, it aims to promote integrity, transparency and improved service delivery in all sectors of society.

The plan also intends to call for the involvement of all citizens in the prevention, detection and repression of corruption, as well as to bring a spirit of transparency in the management of the treasury.
