Africa-Press – Angola. A Summit of the SDGs, Sustainable Development Goals, takes place this Monday, in New York, United States of America (USA), as part of the High-Level Week of the 78th Session of the General Assembly of United Nations.

The event, which will feature the participation of the Angolan President, João Lourenço, is one of eight initiatives that will take place in parallel with the UN General Debate, from the 19th to the 26th of this month.

The opening session of the Summit, lasting two days, will feature interventions from the President of the General Assembly, the Secretary-General of the United Nations and the President of the Economic and Social Council, as well as some Heads of State and Government.

João Lourenço, who has been in New York since Saturday, is expected to speak as acting President of the Southern African Development Community (SADC).

During the SDG Summit, taking place from the 18th to the 19th of this month, the Heads of State and Government will mark the midpoint of the implementation of the 2030 Agenda for Sustainable Development and create a decisive opportunity to accelerate efforts in this direction.

The event represents a central United Nations platform to push Member States to assume renewed political leadership in implementing the 2030 Agenda for Sustainable Development.

It will certainly be an opportunity to provide high-level political guidance for achieving the 2030 Agenda, identify the progress made and emerging challenges, as well as to mobilize new actions to accelerate its implementation.

According to specialized analyses, States have the opportunity to “put the world on the path to sustainable development and make significant transformations in the integrated implementation of the SDGs and in the way societies produce, consume and share benefits and risks, without leaving anyone behind”.

The Summit is expected to be forward-looking and action-oriented, with the aim of accelerating international initiatives to improve people’s lives and reinvigorate the sense of hope, optimism and enthusiasm that characterized the adoption of the SDGs and the 2030 Agenda .

The 2030 Agenda on Sustainable Development and its 17 Sustainable Development Goals (SDGs) is a global action plan to boost economic prosperity and social well-being while

protecting the environment, with countries having established the Political Forum High-Level Conference on Sustainable Development to boost efforts towards its achievement.

The High-Level Political Forum (HLPF) met last July, under the auspices of the Economic and Social Council (ECOSOC), with the participation of high-level representatives of States and interested parties to analyze its evolution, assess existing obstacles, exchange experience and best practices and recommend new actions to achieve the 2030 Agenda and the SDGs.

Thus, the SDG Summit will constitute the second time that the HLPF will be convened under the auspices of the General Assembly, at the level of Heads of State and Government, who must approve a Political Declaration, currently negotiated with the bankruptcy of the State of Qatar and the Ireland.

The Political Declaration, to be adopted during the opening Session, is expected to be concise and

action-oriented, as its final document.

The program will include six Leaders’ Dialogues, to enable Heads of State and Government to establish concrete national commitments for the transformation of the SDGs.

Each Dialogue will be co-moderated by two Member States, at the level of Head of State and Government,

and participating States will be able to intervene on the specific theme of the Leaders’ Dialogue to share new concrete commitments in the field of sustainability.

In addition to the SDG Summit, New York hosts until the 26th of this month, within the framework of High Level Week,

the Summit on Climate Ambition, the High Level Dialogue on Financing for Development, the Ministerial Meeting on the Future Summit, the High-Level Meeting on Pandemic Prevention, Preparedness and Response, High-Level Meeting on Universal Health Coverage, High-Level Meeting on Tuberculosis and the High-Level Meeting on Nuclear Weapons.

The United Nations Climate Ambition Summit will take place at United Nations Headquarters on 20 September, the second day of the UN General Assembly General Debate.

UN Secretary-General António Guterres called the event to generate “new, tangible and credible climate actions” in order to “accelerate action halfway” towards the Sustainable Development Goals (SDGs).

In the future, it intends to press for a Climate Solidarity Pact, so that all major emitters “make an extra effort” to reduce greenhouse gas (GHG) emissions, in line with the 1.5° target

. C, and provide support to those who need it.

This Summit will be an opportunity for government, business, financial, local authority and civil society leaders to present new, tangible and credible climate actions to

accelerate the pace of change.

In fact, the Intergovernmental Panel on Climate Change (IPCC) summary report, published earlier this year, confirmed that global emissions have reached the highest level in human history and continue to increase.

Climate chaos is wreaking havoc on communities, economies, businesses and public finances, just as those who have contributed least to the climate crisis are bearing the heaviest burden.

The Summit, which is being organized around three distinct but interrelated strands: Ambition,

Credibility and Implementation, aims to call on governments to align their current nationally determined contributions (NDC) with the 1.5 temperature limit. °C, to commit to not using new sources of coal and to phase out coal by 2030 in Organization for Economic Co-operation and Development (OECD) countries and by 2040.

It also aims to set more ambitious objectives in terms of renewable energy; and achieve financing for the fight against climate change – including the US$100 billion target, the reconstitution of the Green Climate Fund, the collective doubling of support for adaptation by developed countries and the rapid operationalization of the new fund for losses and damages.

The Summit represents a critical political milestone to demonstrate that there is a collective global will

to accelerate the pace and scale of a just transition to a more equitable, renewable energy-based and climate-resilient global economy.

In turn, the 2023 High-Level Dialogue on Development Financing will take place on September 20, 2023, at a critical time to monitor progress towards the implementation of the Addis Ababa Action Agenda (AAAA).

The event will demonstrate political support, at the highest level, for financing Sustainable Development, complemented by the SDG Summit and its Political Declaration.

The High-Level Dialogue represents a platform for Member States and other interested parties to debate, at the level of Heads of State and Government, creative solutions to current challenges, in order to mobilize political support and advance the implementation of the 2030 Agenda for Sustainable Development.

The High-Level Dialogue is an integral part of a series of interconnected events designed to

advance the implementation of the AAAA and the 2030 Agenda for Sustainable Development, thus ensuring

their complementarity and continuity:

It will be based on the results of the 2023 ECOSOC Political Forum on monitoring development financing, and takes place shortly after the new commitments of the SDG Summit scheduled for 18 and 19 September 2023.

It will be an important complement to ensuring adequate financing, and is expected to contribute to the objective of ensuring the success of the SDGs.

It will provide information on preparations for the Future Summit in 2024 and contribute to the IMF and World Bank Group annual meetings in October 2023, as well as help advance calls for a Global New Deal to rebalance power and resources between developed countries and developing states.

The High-Level Dialogue will be chaired by the President of the General Assembly and aims to be interactive,

action-oriented and raise the necessary political attention, given the urgency of mobilizing sufficient financing

for Sustainable Development.

It will be an opportunity for Member States and other stakeholders to review progress against existing commitments, announce complementary commitments and identify opportunities to refocus the development finance agenda to support the achievement of the SDGs.

Resolution 76/307 of the General Assembly of September 12, 2022 entitled “Modalities for the Future Summit” decided to hold the Future Summit in New York, on September 22 and 23, 2024.

The Future Summit will be preceded by a Preparatory Ministerial Meeting to take place on 21 September 2023, on the sidelines of the United Nations General Assembly.

This will be an opportunity for Ministers to share their vision and priorities for the Future Summit and outline their expectations regarding the results of the Sustainable Development Goals Summit.

The Preparatory Ministerial Meeting on the Future Summit aims to reinforce Member States’ commitments to the Charter of the United Nations and the principles of International Law, the Universal Declaration of Human Rights, the 2030 Agenda for Sustainable Development and the Declaration on the Commemoration of 75th Anniversary of the United Nations.

The Ministerial Meeting, led by the president of the General Assembly, will be an opportunity to discuss strategies capable of reinvigorating the multilateral system to face emerging risks and challenges.

The Ministerial Meeting is scheduled for September 21, 2023, in the Trusteeship Council Room at

United Nations Headquarters, in New York, and will be webcast.

It will consist of an Opening Segment, followed by statements from Member States and Observers of the General Assembly, at ministerial level in accordance with Resolution 76/307.

In turn, the United Nations High-Level Meeting on Pandemic Prevention, Preparedness and Response (PPPR) will take place at United Nations Headquarters, on September 20, 2023, under the theme: “Making the world safer: creating and maintain political momentum and solidarity for pandemic prevention, preparedness and response.”

Lasting one day, it provides for the full and effective participation of all Member States and members of the United Nations Specialized Agencies, the modalities of which are defined in accordance with Resolution 77/275.

The Opening Session will feature Statements from the President of the General Assembly (PAG) and the

Secretary-General of the United Nations, as well as the Director General of the World Health Organization

(WHO), the President of the World Bank Group (WB) and an Eminent High-Level Advocate for Pandemic Prevention, Preparedness and Response, selected by the PAG in consultation with Member States, taking into account gender balance, level of development and geographic representation.

The Meeting aims to mobilize Member States, namely through a multisectoral approach to prevention, 16 preparedness and response to pandemics, given their multifaceted consequences.

Ultimately, a concise and action-oriented Political Declaration on mobilizing political will at national, regional and international levels for pandemic prevention, preparedness and response will be adopted.

The aforementioned document will be previously agreed, by consensus, through intergovernmental negotiations informed by and aligned with the work of the Intergovernmental Negotiating Body and the Working Group on Amendments to the International Health Regulations (2005), to be submitted by the President of the General Assembly for adoption by the Assembly.

The United Nations High-Level Meeting on Universal Health Coverage (UHC) 2023 will take place at

United Nations Headquarters, on September 21, under the theme: “Universal health coverage: expanding our ambition for health and well-being.” being in a post-COVID world.”

In this High-Level Meeting, which takes place on the third day of the General Debate of the UN General Assembly (UNGA), the full and effective participation of all Member States and members of the United Nations Specialized Agencies is expected.

The event will provide all stakeholders with an opportunity to reinvigorate progress towards providing health for all. The modalities of the Meeting were defined according to Resolution 75/315.

The Opening Session will feature Statements from the President of the General Assembly and the Secretary-General of the United Nations, the Director-General of the World Health Organization (WHO), the President of the World Bank Group (WB), as well as an Eminent High-Level Pandemic Prevention, Preparedness and Response Advocate, selected by the President of the General Assembly after consultations with Member States.

The High-Level Meeting aims to mobilize greater political support to achieve the Sustainable Development Goals (SDGs) and (Good Health and Well-Being), unite all health stakeholders under a common theme and commit to goals oriented towards the action.

At the High Level Meeting, organized under the direction of the President of the General Assembly, in close consultation with the WHO, the Heads of State and Government will approve a concise and action-oriented Political Declaration.

It will be agreed in advance, by consensus, through intergovernmental negotiations and presented by the President of the General Assembly for adoption.
