Africa-Press – Angola. The Directed Self-Construction Programme, approved by the Economic Commission of the Council of Ministers on May 30, 2023, is aimed at national citizens who wish to fulfill the dream of owning their own home, through access to infrastructure lots, lots of agrovillages and fishing villages.

Projected to be implemented in the period 2023-2027, this program includes the infrastructure of 910 thousand 600 plots of land destined to the population for self-construction directed in the 18 provinces of the country, in an investment of 1.59 billion kwanzas.

With a view to minimizing the current housing deficit in Angola, estimated at 2.2 million properties, this Program also intends to promote private initiatives in the construction of housing and other services, with the guarantee of legal security of ownership of the property. This Project plans to reduce the housing deficit to 49% by 2027.

With this, the Ministry of Public Works, Urban Planning and Housing advances that the Program will allow the expansion of new urban and rural centers in an orderly manner, through the implementation of instruments for land use planning.

According to this Ministerial Department, these instruments will make cities increasingly stronger, inclusive, safe, resilient and sustainable, thus providing citizens with a better quality of life.

In order to carry out the programme, which is scheduled to start in 2024, the Government launched the pilot project for directed self-construction, on 30 July last, in the province of Bié, with an offer of 1,300 lots, to be distributed, initially, in the provinces of Bié, Lunda Sul and Luanda.

On the occasion, 400 lots were made available for Bié, the same number for the province of Lunda Sul, while for Luanda, the country’s capital, 500 lots are prepared with infrastructure.

According to the president of APIMA, Cleber Corrêa, the allotment of land, based on a pre-existing project, the registration of land at the Land Registry and the issuance of contracts linked to the registration are the main tools that can contribute to designing and organizing, conveniently, the next big cities in the country.

With this, he adds, we will no longer make random subdivisions and will start to urbanize cities properly, a fact that will allow the Government to have control over who has already benefited from a piece of land, for example, avoiding the current land disputes that exist. in Angola.

Exclusively the general director of the real estate company “Proimóveis” clarified that the registration of the property at the Land Registry will allow the land to have a sequential history of transmissions, through notaries and the respective conservatories.

“The Directed Self-Construction Program will allow the lot to be born already registered or legally, which will make it easier for its owner to obtain credit from a specific commercial bank, provided that the financial conditions are met”, he exemplified.

Regarding the construction of agrovillages, which is also part of this Program, Cleber Corrêa hopes that the respective infrastructures are well organized and oriented, to be a “true and great source of agricultural production”, creating dozens or hundreds of cooperatives.

Additionally, the source considers the implementation of agrovilas as a great future, as it contemplates decent housing, in addition to the construction of schools and hospitals, giving possibilities for families to create solid bases in order to develop the region where they are inserted.

“A large part of the Angolan population comes from the interior of the country and dreams of one day returning to their homeland. For this, it is necessary that the basic conditions are created, with a view to attracting people to their areas of origin”, he added.

For the president of APIMA, the politician should see the agrovillages as the solution to several problems for decongesting large urban centers, improving the living conditions of the population and demographic growth more spread throughout the country.

Asked about the current state of the Angolan real estate market, the businessman pointed to the availability or granting of cheap credit to housing project promoters as one of the solutions to revive/heat up this sector in Angola.

The launch of the pilot project was marked by the delivery of 12 contracts to the first beneficiaries of lots for self-directed construction.
