Africa-Press – Cape verde. The Social Communication Regulatory Authority (ARC) ruled in favor of a complaint filed by TCV management against the RTC board of directors regarding the “Show da Manhã” program outside the studio.
In its September 2nd ruling, the ARC found the complaint to be admissible, recognizing the alleged facts as proven, and found that the conduct of the RTC board of directors constituted “interference in TCV’s content schedule by conditioning the movement of the team to broadcast the “Show da Manhã” program outside the studio.”
“It is important to emphasize that if the broadcast of the program outside the studio, as defined and scheduled by DTCV, or an alleged failure to comply with internal regulations, causes any harm to the broadcaster, its liability must be investigated in the appropriate venue, preferably after the program has been broadcast, and cannot be used as grounds to prevent its broadcast,” the ARC ruling reads.
The regulatory authority also added that the broadcast of The broadcast of the “Show da Manhã” program, based in Tarrafal, as part of the coverage of the “Tarrafal Beach Sport” sporting event, is of public interest and relevance, promoting content diversity in line with the objectives of public service television.
By preventing the travel of the responsible team, as communicated by the TCV board, the board of directors “violated the rule that guarantees the organization’s editorial autonomy and compromised its public service mission,” the ARC considered.
For the ARC, the conduct of the TCV board of directors is “likely to constitute a serious infraction.”
The Regulatory Authority for Social Communication understands that there was alleged “interference in TCV’s Content Schedule,” violating the principles of content independence, responsibility, and editorial autonomy that govern public service social communication.
