
Africa-Press – Cape verde. Celso Ribeiro made these statements during a press conference, in which he expressed solidarity with the employees of the Tarrafal City Council (CMT), most of whom face difficulties and challenges on a daily basis.
These difficulties, he stated, are “the fault and responsibility that should be attributed solely and exclusively to the president of the CMT, José dos Reis”.
As he explained, the president has attributed the responsibility for the difficulties faced by the Tarrafal City Council to the Government of the Republic, in an attempt to justify the lack of measures to guarantee the rights of employees, especially mothers who are heads of households.
According to the deputy, instead of assuming responsibility for the management of the council, José dos Reis has used the Government of the Republic as an excuse for the lack of solutions, compromising the fulfillment of the obligations of the municipality towards workers, particularly mothers who are heads of households, who legitimately demand their rights.
The MP stated that the allegation of discrimination in the Municipal Financing Fund (FFM) is false, since the Government transfers resources in accordance with the law, and, according to him, the current transfers are higher than those of the PAICV administration, guaranteeing greater financial flexibility to the Tarrafal City Council.
“Therefore, it is indisputable that it was through the increase in the FFM by the MpD Government that Mr. José dos Reis has only increased the salaries of his party “comrades”. We have learned that the PAICV comrades received an increase of 10 to 40 thousand escudos on the eve of the elections, while sanitation workers and others have been waiting for more than 2 years for the implementation of the PCFR and the payment of their salaries”, he stated.
Celso Rodrigues also stated that the recent workers’ demonstration revealed several injustices committed by the Tarrafal City Council, under the leadership of José dos Reis. According to him, the city council maintains employees with salaries below the minimum wage, such as those who receive 12,000$00.
In addition, for more than two years, the Council has refused to implement the Career, Functions and Remuneration Plan (PCFR), which undermines the appreciation of workers and financially favors the “supporters”.
The deputy also criticized the change in stance of José dos Reis, who previously accused the MpD Government of being against Tarrafal, but now, in the face of pressure to guarantee workers’ rights, has come to consider it a “main partner” of the municipality.
Celso Rodrigues also criticized the mayor for making more than 20 trips abroad without concrete results, while delaying the implementation of the PCFR for more than two years, denying employees their rights. According to him, the president of the CMT has overloaded the municipal finances with electoral contracts, preventing salary increases and favoring precarious work.
“In these circumstances, if he were a serious president of the CM, he would be looking for a long-lasting and stable solution, guided by rigorous, careful and responsible management, prioritizing employees and their legitimate rights, thus avoiding blaming those who have nothing to do with the matter,” he said.
