Africa-Press – Cape verde. The Government guaranteed today that there is “legality and transparency” in the processes carried out in direct adjustment in public procurement, aiming to improve the country’s position in terms of good governance and reduce the perception of corruption.
In a press release, the Executive ensures that it has provided the country with strong instruments and mechanisms, in addition to the monthly publication of all budget changes on the Ministry of Finance portal.
Among the mechanisms, he highlighted the creation of the Electronic Public Procurement Platform (E-purchases), the new State Budget Basic Law, the new Law on the Court of Auditors, the new law on Public Debt Management and the Issuance of Avales and Guarantee and access to the Integrated Budget and Financial Management System (SIGOF) by the Court of Auditors.
Thus, the Government classified as “unfounded and untrue” the accusations made by the Cape Verde African Independence Party (PAICV – opposition) made following the latest reports published by the Public Procurement Regulatory Authority (ARAP).
The largest opposition party, in the voice of its general secretary, Julião Varela, criticized the “exaggerated use” of direct award in public procurement and asked the Government for “more transparency” when increasing public procurement.
“That party makes a biased reading of the data with the sole purpose of affecting the image of this Executive”, reads the document sent to Inforpress.
In this sense, the Government clarified that the concession of the public interisland maritime transport service was not made by direct agreement, but rather through an international public tender, won by a Portuguese company that together with national operators formed Cabo Verde Interilhas.
In the case of the privatization of Electra, “done in the 90s”, he clarified that the AdP/EDP consortium (Águas de Portugal and Electricidade de Portugal) was chosen, in a “totally transparent” process.
“Regarding the concession of Services at Airports and Aerodromes in the country, it was carried out based on specifications, prepared by internationally renowned specialists, and the concession company is one of the biggest references in the world market in terms of airport management”, he added.
“We are strictly complying with the Public Procurement Code approved in 2015 (…) which is why we advise the PAICV to read the Public Procurement Code, which it prepared, and have a serious attitude and not try, for example, to divert attention from the opinion public”, he concluded.
