The Ministry of Health presented today the strategic plan for implementing specialized medical training in Cape Verde, which includes, among other things, the creation of a national medical internship and the Medical Training Coordination Entity, the strengthening of General and Family Medicine, the phased implementation of more than 25 medical specialties, and the installation of modern facilities, such as the National Center for Clinical Simulation and the National Hospital of Cape Verde.
The initiative, scheduled for next year, aims to improve specialist coverage in Cape Verde and gradually reduce dependence on foreign medical missions.
According to the ministry, the plan also includes the mobilization of partnerships with leading international universities, particularly Portugal, Brazil, the United States, and multilateral institutions, the creation of a sustainable financing model, with a progressive redirection of resources currently spent on external cooperation and medical evacuations.
The plan calls for the training of 875 specialist doctors by 2045, the coverage of 25 priority specialties, and a reduction of more than 80% in external medical evacuations. It also calls for 90% of NHS doctors to be specialists by 2045 and for the replacement of up to 160 million escudos/year in foreign medical assistants with highly qualified national doctors.
Regarding the financial impact, the same source explains that for every escudo invested in training national specialists, savings of 2.8 escudos are expected in the healthcare system, through the progressive elimination of evacuation and external hiring costs.
“We are therefore facing a measure with proven returns—technical, financial, and social,” he states.
According to the Minister of Health, this discussion has been ongoing for some time and should now be implemented with the establishment of a specialized training program for doctors to meet the growing needs of the National Health System.
In this endeavor, the Government intends to count on several partners, including the Association of Cape Verdean Doctors residing in the United States, represented here by Dr. Júlio Teixeira, other medical communities in the diaspora, national and international universities, professional associations, and other partners.
