Africa-Press – Eswatini. The Commissioner General of His Majesty’s Correctional Services, LaMakhosini Phindile Dlamini, recently attended the Annual Regional Conference for Heads of Corrections, Prisons, and Penitentiary Services, hosted in Dar es Salaam, United Republic of Tanzania.
The conference is organized by the Southern African Development Community (SADC) Secretariat, the three-day conference began on May 28 and concluded on May 30, 2025. It has drawn participation from over 15 countries, including South Africa, Namibia, Mozambique, Zimbabwe, and Lesotho.
This year’s conference is held under the theme; “Intelligence Gathering for Early Warning: The Role of Corrections/Prisons in the SADC Peace and Security Architecture.” It focuses on how correctional institutions can play a proactive role in regional peace and security through intelligence gathering, crime prevention, and early warning mechanisms.
The conference provides a platform for prison heads to share insights, experiences, and strategies for strengthening the role of correctional services beyond custodial functions. By collecting and analyzing actionable intelligence from within prison systems, member states aim to disrupt criminal networks, reduce recidivism, and bolster public safety across the region.
A key part of the agenda includes a progress review of the Corrections/Prisons Strategic Action Plan 2021–2025. Discussions are centered on tracking achievements, identifying gaps, and exploring emerging trends affecting correctional services in SADC member states. The conference seeks to promote evidence-based decision-making and improve policy implementation across the sector.
Commissioner General Dlamini is accompanied by Chief Officer Sikhumnuzo Dlamini from the Monitoring and Evaluation (M&E) Department. The Eswatini delegation is actively contributing to regional dialogue, underscoring the country’s commitment to building effective, intelligence-informed correctional systems.
The conference is expected to enhance regional collaboration, encourage knowledge exchange, and reinforce the role of correctional services as critical components of peacebuilding and national security infrastructure within the SADC region.
