Africa-Press – Rwanda. The Governor of Western Province, Jean-Bosco Ntibitura, has directed local authorities to prioritize citizen-centered service delivery, warning that failure to do so will result in accountability measures. His directive was in response to reports of inadequate service delivery within the province, with land-related issues being a notable concern.

“A key challenge facing our region is land-related issues, which will be a priority in our efforts to improve citizen services,” he told The New Times.

“I have implemented measures to guarantee that citizens receive quality services. This commitment means prioritizing the needs of every citizen and delivering timely, effective services,” he said.

“The government’s initiative centers on decentralizing services to bring them closer to the people. Therefore, any failure or delay in this process will result in accountability measures being enforced.”

The governor pledged significant improvements under his administration to ensure effective service delivery for the region’s population.

“I have begun conducting tours across all districts to ensure that the fundamental right of citizens to receive excellent service is upheld,” he stressed.

“Our duty is not to confine services within offices. Everyone entrusted with such responsibility, from the district and provincial levels down to the sectors and villages, must embrace this as their core obligation: delivering services to citizens unconditionally, within the framework of the law.”

According to Sylvestre Nzahabwanayo, the Director of the Institute of Research and Dialogue for Peace (IRDP), more services need to be decentralized to the cell level, coupled with efforts to enhance the capacity of these entities.

Nzahabwanayo’s observation was made during an ongoing dissemination campaign across the country, bringing together provincial and district leaders, as well as potential stakeholders and partners, to discuss the improvement of decentralization.

“We urge that more services should be accessible to citizens at the cell level, alongside boosting their capacity. This includes providing essential resources such as adequate office facilities and reliable computer systems for better quality service delivery,” Nzahabwanayo highlighted while in Rubavu on Thursday, April 17

“We should change the mindset and misconception that local entities are not capable of providing certain services. They are capable once their capacity is built. By empowering local administrations with the resources and skills they need, we are not just decentralizing services; we are decentralizing impact.”
