Africa-Press – Sierra-Leone. A coalition of prominent civil society organizations in Sierra Leone has called for the immediate resignation or suspension of Dr. Denis Moinina Sandy, the Minister of Works and Public Assets.
This demand follows the release of an Investigating Committee Report, dated April 2nd, 2025, which uncovered serious allegations of fraudulent conduct against the minister.
The report, compiled by Honourable Justices Glenna Thompson JSC, F.B. Alhadi JA, and Monfred Sesay JA, investigated the issuance of fictitious court orders within the country’s judiciary. The findings reportedly reveal credible evidence of Dr. Sandy’s active involvement in a fraudulent scheme concerning a purported “divorce certificate.”
According to a joint press statement released today, May 4th, 2025, by groups including the Campaign for Good Governance, Citizens Advocacy Network, and the Institute for Governance Reform, the Committee concluded that Dr. Sandy knowingly relied on a fictitious Decree Absolute to secure a divorce without ever filing a petition, engaging legal counsel, or participating in legitimate court proceedings.
The civil society groups stated that the Committee found Dr. Sandy engaged an individual lacking legal credentials to orchestrate the alleged fraud, bypassing established judicial processes. The statement further noted that the Committee deemed Dr. Sandy an “unimpressive and unreliable witness” who displayed a “cavalier approach and lack of respect for the rule of law,” ultimately concluding he was an “active participant in this fraudulent act.”
The Committee has reportedly recommended that Dr. Sandy be referred to the Anti-Corruption Commission for further investigation.
Given Dr. Sandy’s position as Minister of Works, a role requiring the highest standards of integrity, the civil society organizations argue that his alleged involvement in undermining the judiciary raises serious questions about his fitness to remain in office. They emphasized that such conduct erodes public confidence in the judicial system and sets a dangerous precedent for governance.
The joint statement calls for Dr. Sandy’s immediate resignation. Failing this, the groups urge President of Sierra Leone to suspend him from his ministerial position pending the outcome of investigations by the Anti-Corruption Commission and other relevant authorities. They believe this action is crucial to safeguard the integrity of public office and demonstrate a commitment to the rule of law.
The civil society groups also echoed the Committee’s recommendation for a thorough review of judicial systems to prevent future transgressions and called for swift action against all individuals implicated in the scandal. They vowed to monitor the matter closely to ensure accountability and justice.
The statement was jointly issued by the Campaign for Good Governance, Citizens Advocacy Network, Citizens Barray, Freedom Hub, Institute for Governance Reform, Institute for Legal Research and Advocacy for Justice, and The Lawyers’ Society.
