Africa-Press – Sierra-Leone. The Tripartite Steering Committee Secretariat (TSCS) has engaged the Electoral Commission for Sierra Leone (ECSL) in a review meeting to assess progress on implementing recommendations contained in the Tripartite Report.
The session took place on Thursday, 28 August 2025, at the Commission’s conference room.
Coordinator of the TSCS, Ngolo Katta, acknowledged the critical role of ECSL in carrying out most of the recommendations, stressing the importance of tracking and harmonizing progress.
He disclosed that the TSCS, in collaboration with the Office of the Chief Minister, has developed a progress tracker to monitor measurable implementation levels across institutions. According to him, the tracker will not only provide statistical updates but also ensure that institutions take ownership and are better positioned to explain progress when engaging the public.
“These engagements with electoral management bodies are designed to prepare them, review their matrices, and encourage collaboration with other agencies on shared recommendations,” Katta said. He added that the meetings also help identify recommendations institutions may consider inapplicable.
The recommendations directed at ECSL are a mix of constitutional, legislative, operational, and administrative issues. Katta noted that the Attorney-General has already addressed a number of the legislative and constitutional aspects, while the Commission continues to tackle the administrative ones.
ECSL’s Acting Chairman, Commissioner Edmond Alpha, assured the gathering that the Commission had made significant progress in implementing the recommendations. He pointed out that the Commission’s newly developed strategic plan had already responded to many of the proposals, while its management and functional review report also captured key aspects of the Tripartite findings.
Alpha further revealed that a consultant will soon be engaged to work on voter registration systems and result management processes, describing this as another step toward strengthening electoral credibility.
The Commission is tasked with addressing nearly 60 recommendations, most of which are constitutional and legislative, while others fall under operational and administrative reforms.
ECSL emphasized that it will continue to institutionalize policies born out of the Tripartite recommendations, ensuring that electoral reforms are practical, sustainable, and in line with democratic best practices.
