Africa-Press – Tanzania. CCM Presidential candidate for Zanzibar, Dr Hussein Mwinyi, has officially launched his re-election campaign, promising greater prosperity for Zanzibaris under the slogan ‘Leadership That Leaves a Mark’.

Speaking at a press conference here, Dr Mwinyi said his first term had laid a strong foundation for growth, and he now seeks a second mandate to advance strategic projects aimed at boosting economic stability, food security and employment.

“We have achieved a lot in the past five years. I am asking Zanzibaris to give me another chance, so that we continue implementing longterm plans for progress, in cluding ensuring affordable food for every household,” he said.

Dr Mwinyi highlighted plans to control inflation through creation of strategic reserves for essential commodities, noting that the government will build silos for storing grains such as rice and also establish fuel reserves to cushion citizens against global price fluctuations.

“Our strategy is to stabilise prices year-round. During harvest seasons, we will buy and store key commodities so that when market prices rise, Zanzibaris will still access them at affordable rates,” Dr Mwinyi explained.

He further said his administration is modernising infrastructure to drive economic growth.

The expansion of Fumba Port—expected to handle large cargo vessels within a year—will ease congestion at Malindi Port, which was built a century ago.

Construction is also underway at the Shumba and Mangapwani multipurpose ports. These, he noted, are vital for Zanzibar’s economic future and will help deliver the 350,000 new jobs pledged in CCM’s 2025– 2030 manifesto.

He pledged to strengthen the industrial sector, with zones in Dunga (Unguja) and Micheweni (Pemba) set aside for factories, including one focused on adding value to Zanzibar’s seaweed industry.

“Zanzibar is the leading producer of seaweed in Africa. Our next goal is value addition so that farmers benefit more,” he said.

On cards also are new markets, tax relief for entrepreneurs, and interest-free loans to help small businesses grow.

On agriculture, Dr Mwinyi promised to expand irrigation schemes, supply farmers with modern inputs, and secure markets for their produce.

He also emphasised promoting the “blue economy” through sustainable fisheries, marine tourism, and ocean-based investments, alongside the ‘green economy’ by supporting rice irrigation and spice farming.

Dr Mwinyi expressed optimism about Zanzibar’s oil and gas potential, citing encouraging findings from RAK Gas exploration. He said new investors are preparing to continue where RAK left off.

He confirmed that discussions with the Government of Qatar are ongoing, describing the energy sector as key to transforming Zanzibar’s economy in the next phase.

To improve marine transport, Dr Mwinyi announced plans to acquire two new high-speed passenger boats and a modern cargo ship – MV Mapinduzi, to strengthen inter-island transport and economic activities.

“Maritime transport is the backbone of our economy. Investing in this sector will ease mobility and trade, benefiting citizens directly,” he said.

The President reaffirmed his government’s commitment to universal healthcare, citing the success of inbound health insurance for visitors and the plan to expand health coverage for all Zanzibaris, including access to private hospitals. He also underscored continued investment in education and social services to uplift living standards.

As campaigns officially begin, Dr Mwinyi urged his 10 fellow presidential contenders to uphold peace and avoid inflammatory language.

“We must all safeguard peace. Zanzibaris want unity, not division,” he stressed. Dr Mwinyi further called on journalists to promote peace, solidarity and national cohesion during the election season, praising the Media for its cooperation during his first term.
