RC Orders Timely Completion of TACTIC Projects

DODOMA Regional Commissioner, Rosemary Senyamule, has directed contractors implementing the Tanzania Cities Transforming Infrastructure and Competitiveness (TACTIC) project to ensure timely completion of all ongoing works, including the construction of Majengo Central Market, as part of efforts to decongest the city centre.

Speaking during her inspection tour of the projects in Dodoma on Thursday, Ms Senyamule stressed the importance of quality and timely completion of the works, noting that the projects play a crucial role in addressing challenges such as flooding during the rainy season.

“The quality and standards of the projects must be maintained. I am aware we are behind schedule due to various challenges, but let us ensure all projects are completed within the agreed timeframe so that they benefit the community,” she said.

Dodoma City Council is among 12 councils implementing the first phase (Tier 1) of the TACTIC project. In Dodoma, the project has been divided into three packages.

The first package involves upgrading 2.45 kilometres of tarmac road at Ilazo, 2.56 kilometres at Mbuyuni–Mwangaza, and 5.18 kilometres at Ntyuka–Mkalama.

It also includes the improvement of the Nkuhungu water reservoir and its streams, expansion of the Ilazo/Ipagala stormwater drainage system, and construction of a one-storey project supervision office.

The second package covers the upgrading of Majengo Central Market and Mshikamano Bus Terminal, renovation of Kizota and Nzuguni minibus stands, as well as the construction of pedestrian bridges at Chaduru, Mailimbili, and Ntyuka.

Speaking about the Majengo Central Market, Ms Senyamule urged the contractor to ensure the facility meets all required standards, not only to help reduce congestion in the city centre but also to align with Dodoma’s growing status as the country’s capital.

“I expect the market to be constructed with all essential features, including installation of CCTV cameras, energy conservation systems, fire hydrants, a control room, a police post, and a breastfeeding room. Let us plan properly and complete the project to ease overcrowding,” she said.

The new market is expected to accommodate more than 1,700 traders. Ms Senyamule further instructed the contractor to ensure adequate parking spaces are included to improve accessibility and generate more revenue for the city.

“This is the largest market in the region, and with over 1,700 stalls, we expect a large number of buyers, some will come with their vehicles. We must ensure there is enough parking, even if it’s paid, because it will also help increase city revenue,” she added.

For his part, Dodoma District Commissioner, Alhaj Jabir Shekimweri, said the district administration will continue to strengthen supervision of the projects to ensure they meet required quality standards.

He advised the contractor to emulate the high standards used in constructing the Machinga Complex in Dodoma during the upgrading of Majengo Central Market.

Meanwhile, Project Manager from Azhar Construction Company, which is executing the market renovation, Ms Happiness Mgalula, said the company is committed to completing the project within the contract period.

“We are doing our best to speed up construction works, and by December, when our handover deadline approaches, we are confident everything will be completed,” she said.

TACTIC Project Coordinator, Engineer Nicodemous Kileo, said the projects in Dodoma will cost over 38bn/-, noting that several challenges such as shortage of qualified technical staff and design changes have affected implementation.

He, however, commended the sixth-phase government for its strong commitment to improving urban infrastructure, saying the timely disbursement of funds has greatly contributed to the ongoing transformation of the city’s roads and market facilities.
