Africa-Press – Angola. The director general of Action for Rural Development and Environment (ADRA), Carlos Cambuta, this Thursday encouraged deputies to have greater oversight of public accounts, to reinforce the fight against corruption in the country.

The official, who was involved in training for members of the Public Accounts Committees of SADC parliaments, noted that the National Assembly should focus, more and more, on its function of overseeing the management of public resources.

“It turns out that this action is not yet in use as such, due to the Constitutional Court ruling that limits the supervisory function of deputies”, he pointed out.

The head of ADRA understands that, in terms of supervision, “there is every need to review the Judgment of the Constitutional Court regarding the impediment of the AN to exercise its true role”.

“We think that this is extremely fundamental, insofar as this inspection, if it is a fact, will reinforce the process of combating corruption in the country”, maintained the official, for whom no restriction should be placed on the deputy so that he can , indeed, exercise its true role.

He expressed the need for the importance of partnership between Members of Parliament and civil society organizations and other social groups, such as, for example, in the exchange of information that may allow citizens to monitor the execution of social projects and, as a result, also issue their opinion.

Carlos Cambuta recalled that under Article 52 of the Constitution, citizens have the right to participate in public life and, as a result, to dialogue with local State institutions, so that they can better understand the hiring processes.

The director general of ADRA said that it is very difficult to obtain information from those who are in charge of executing a certain infrastructure. “The only information that has been more publicized has to do with the fixing of signs that say the type of work, its cost and period of execution”.

He praised, however, the availability in real time of the OGE Proposal on the Ministry of Finance website and in digital support by the National Assembly, for whom such an assumption was not possible in the past.

On the other hand, deputy Alcino Kuvalela, from UNITA, understands that resolution 319/13 of the Constitutional Court “has been an inhibiting element in the performance of deputies to go further in their acts of inspection of public accounts.

Deputy Marganes Calunga, also from UNITA, said that “Angolan citizens have no information about the country’s debt”.

By the way, deputy Aia Eza, president of the AN Economy and Finance Commission, clarified that every year the OGE brings debt numbers, “says what is the debt with China, with Portugal and what is the internal and external debt , so the information exists, it may not be in the criteria and in the way you want”.

Meanwhile, the acting chairman of the SADC Public Accounts Committee (SADCOPAC), Mozambican MP António Niquice, encouraged parliaments to adopt more accurate models for true regional integration

He underlined that COPAC, as an organization that operates under the auspices of SADC, is, in fact, a platform that aims to create this environment and share these good practices, aiming at the promotion of good governance “so that public expenditure serves the interests of our respective peoples and countries”.

SADCOPAC is a regional organization created in 2003 at the level of the SADC region, which operates in the field of finance and public accounts.

It aims to strengthen the institutional capacity of the Public Accounts Commissions in matters of good governance and management, transparency of public finances, accountability of member states, among others.
