Africa-Press – Angola. The Angolan National Assembly members on Thursday approved, in the specialized work committees, the Joint Opinion Report on the General State Budget Proposal for the 2026 Fiscal Year, with 41 votes in favor, 13 against and one abstention.
The bill, approved with more than 50 recommendations and more than 100 findings, now goes to a vote in its entirety in the plenary session scheduled for Monday, December 15.
Speaking to the press, after the vote on the specialty, the parliamentary rapporteur, João Mpilamosi Domingos, informed that the main recommendations covered the sectors of agriculture, territorial administration, transport, commerce and industry.
The parliamentarian highlighted that, with regard to Territorial Administration, it was recommended that, in the next discussion of the General State Budget, the provincial governors be present, in order to allow greater interaction with the Member of Parliament (MP).
He also considered that the Budget for 2026 is prudent, as it is aligned with the financial resources available in the country.
“The budget is not elastic, but it is flexible, allowing the reallocation of funds to meet the main needs of the populations,” he stated.
The FNLA, MP Nimi a Simbi, justified his party’s favorable vote by pointing out positive aspects, including progress in the diversification of the economy, and encouraged the Executive to continue implementing the initiatives.
In turn, UNITA party MP, Mihaela Webba, explained that the parliamentary group voted against for not reviewing the budget proposal presented by the Executive.
According to the parliamentarian, as long as the amount allocated to the social sector is considered negligible, UNITA party’s vote will continue to be negative.
When commenting on the contributions presented by MPs, the Minister of Finance, Vera Daves, assured that the Executive will incorporate the suggestions made during the consideration of the proposed law, committing to reinforcing the rationale of the policies and making more information available in future reports, especially with regard to remuneration policy.
According to the minister, several of the notes made by parliamentarians will be considered in the coming years, including the need to more clearly justify certain political options and explain why some objectives cannot be fully met.
With revenues and expenses forecast at 33.2 billion kwanzas, the 2026 General State Budget proposal goes to a vote at the end of the 15th of this month.
