Africa-Press – Angola. The National Assembly (AN) approved this Thursday, in general terms, the Draft Law on the Statute of Non-Governmental Organizations (NGOs).
The diploma, a legislative initiative of the Executive, was approved with 105 votes in favour, 69 against and two abstentions, during the 7th Extraordinary Plenary Meeting of the 1st Legislative Session of the V Legislature of the National Assembly.
The document, presented in the hemicycle by the Minister of Justice and Human Rights, Marcy Lopes, points out that the follow-up of the activities carried out by NGOs after registration will be ensured by an Entity of the State Administration to be determined by the President of the Republic as Holder of Power Executive.
It will be incumbent upon this State administration entity to monitor and supervise the activities of the NGOs, in accordance with their activities programs, and to ensure, among other things, that they cannot be used by terrorist organizations that impersonate legitimate entities.
Taking into account the local initiatives of the beneficiary communities and the social and economic policy defined by the Executive, the actions of NGOs may focus, among others, on humanitarian and social assistance, health, education, nutrition and food and environmental security, protection and promotion of ethics, peace, citizenship, human rights, democracy and other universal values.
In the same discussion, UNITA’s parliamentary group sent a request to the Plenary, however “failed”, for the Proposal in question to be withdrawn within the period of the agenda, “because it does not conform to the constitutional principles”.
By the way, the leader of the MPLA parliamentary group, Virgílio de Fontes Pereira, said that non-governmental organizations are of great use for the development of populations and communities, as well as for deepening democracy and strengthening citizenship.
Given their usefulness, he maintained, one cannot overlook the unavoidable need for these associations to guide their internal organization and activities with noted levels of transparency and within the framework of the law.
“The MPLA deputies will be engaged in the discussion in the specialty of scrutinizing and purging any non-conformities, in order to make the statute of NGOs more robust”, he stressed.
