The talks were constructive, focusing on the deteriorating security situation and diplomatic tensions with Rwanda.

President Félix Tshisekedi held a meeting with French President Emmanuel Macron at the Élysée Palace, where a working lunch was dedicated to discussing bilateral issues, the deteriorating security situation in eastern Democratic Republic of Congo, and the battle for the position of Secretary General of the International Organization of La Francophonie.

According to both sides, the talks were characterized by a constructive spirit, beginning with a comprehensive assessment of the security landscape in eastern Congo. France reiterated its commitment to respecting the country’s sovereignty while expressing concern over the reopening of new fronts of conflict in the region.

This comes amid rising tensions following the killing of the military spokesperson for the March 23 Movement in a drone attack attributed to the Congolese army, a development that complicates the situation further.

In the context of this conflict, the French president continued to emphasize the humanitarian aspect of the crisis while maintaining open lines of communication with Kigali. Macron had previously conducted a phone call with Rwandan President Paul Kagame to discuss recent developments. During Wednesday’s meeting, President Tshisekedi called for increased pressure on Rwanda, indicating the possibility of imposing sanctions, reflecting Kinshasa’s growing frustration with Rwanda’s role in the eastern part of the country.

Diplomatic sources also indicated that France is monitoring the position of the United States, which is leading mediation efforts in the peace process. According to American diplomats, Washington does not rule out imposing sanctions if the escalation continues.

Another significant issue discussed during the meeting was the Secretary General of the International Organization of La Francophonie, where Rwanda supports the reappointment of the current Secretary General Louise Mushikiwabo, while the Democratic Republic of Congo intends to present its own candidate.

The meeting reviewed the Congolese candidate’s profile amid clear diplomatic competition between Kinshasa and Kigali for influence within the organization. Tshisekedi hopes to gain France’s support to tip the balance in favor of his country in the upcoming election.

The Democratic Republic of Congo has faced ongoing security challenges, particularly in its eastern regions, where various armed groups operate. The situation has been exacerbated by regional tensions, particularly with Rwanda, which has been accused of supporting rebel groups. The International Organization of La Francophonie plays a significant role in promoting French language and culture, and its leadership elections often reflect broader geopolitical dynamics in the region.

In recent years, the DRC has sought to strengthen its international partnerships to address these security issues. The relationship with France is particularly important, as France has historically been a key ally.
