Africa-Press – Eswatini. Despite the ongoing dispute over the declaration of Malkerns as a town, it continued to grow as construction works grew by over E64 million.
The Malkerns Town Council’s estimated amount of construction works in the previous year was E 16 623 150 whilst in 2022/23 financial year it rose up to E 80 941 940. The number of building applications rose from 10 in 2021/2022 to 13 in the 2022/2023 financial year. This is according to the Malkerns Town Council’s annual report for the financial year 2022/23, published on the council’s official website. One permit to occupy and use was issued against two in the previous year. The sharp incline in monetary terms is caused by fact that there were more commercial applications in the year under review than in the previous year, with two proposed retail outlets and one major agricultural development making over 3/4ths of the building construction estimates.
Applications
The council reported that during the year under review it, permitted five building applications in compliance with the Town Planning Scheme, two commercial developments and one medium density residential, one agricultural resident and one livestock farming establishment. In the year under review, the local authority had earmarked a sum of E4 200 000 for the implementation of capital improvement projects (CIP) in the infrastructure department. These projects are part of the Integrated Development Plan (IDP) 2020-2025. The projects were all on procurement phases at the end of March 2023 and they are specifically, and briefly, detailed as follows:
* Upgrading of D52 Road in Malkerns Town – entailed design and build project in which there were five bidders submitting bids to upgrade 900-metre road from gravel road to asphalt surfaced road.
* High Mast Installation along MR27 Road – this project was about the installation of integrated solar street lights from Vickery to Rhodes Foods Group along the MR27. Ten bidders were being evaluated at the time of reporting.
Nature
* Installation of speed humps in designated areas – this project entailed the installation of speed humps in the MR18 at strategic places. It was not advertised on account of it being of similar nature to the upgrading of the D52 Road. Due to its low level of complexity, it was integrated into the scope of the D52 upgrade.
The Malkerns Town Council reported that its surplus for the financial year 2022/23 was E4 344 582, while in the previous year it was E6 606 715. The council mentioned that its revenue for the year was E14 962 140, while in the previous year it was E16 346 215. The institution incurred operating expenses amounting to E11 638 779, while in 2021/22, the operating expenses amounted to E13 528 566. The Malkerns Town Council had non-current assets amounting to E9 669 301, which indicated to have gone up when compared to the previous year when they amounted to E7 113 536. The assets in question included properties, plant and equipment. The council also reported that its net cash flows from investing activities for the period under review amounted to E3 439 358, while in 2022 it was E3 232 937. These activities included purchases of properties, plant and equipment.
