APC Unveils New Rules for Grassroots Election Participation

Africa-Press – Sierra-Leone. The All People’s Congress has officially released its gazette Internal Election Rules and Regulations, a detailed framework aimed at governing the party’s forthcoming internal elections.

Approved by the National Advisory Committee on April 22, 2025, these new regulations seek to streamline the electoral process and encourage greater grassroots involvement.

The updated rules address the existing National Electoral System, which has historically utilized the District Block Proportional Representation System. However, the 2022 APC Constitution now incorporates both Ward and Constituency Executive elections, a change designed to enhance inclusive grassroots participation and promote democratic growth within the party.

Notably, the regulations recognize the evolving structure of the APC, particularly with Article 31(e) designating the Diaspora as a distinct region. To empower this expanding segment, Article 31(h) allows the Diaspora Region to create its operational manuals, provided they align with the overarching 2022 APC Constitution and reflect local circumstances. Additionally, Article 29(d) grants the National Secretary General the authority to determine the date and location for all Regional Elections.

The new rules mandate that Ward Elections be conducted in areas officially recognized by the Electoral Commission of Sierra Leone. The National Secretariat will designate specific polling places for these elections, with announcements made at least seven days before the voting date.

Eligibility to serve as voting delegates is restricted to registered and fully paid-up members of the APC residing within the respective Ward. Members must show consistent registration and paid membership for one year leading up to the relevant convention or election to qualify as voters.

These regulations mark a significant step for the APC as it gears up for its internal electoral processes, aiming to ensure transparency, inclusivity, and adherence to democratic principles within the party structure.
