Government Agencies Collaborate for Development Transparency

Africa-Press – Sierra-Leone. The National Commission for Social Action (NaCSA) and the National Monitoring and Evaluation Agency (NaMEA) have formalized a partnership to improve transparency, accountability, and efficiency in Sierra Leone’s development programs.

The agreement was signed at the State House in the office of the Chief Minister, with senior government officials, civil society representatives, and development partners in attendance. The Memorandum of Understanding (MoU) is designed to strengthen oversight mechanisms, enhance data-driven decision-making, and ensure better delivery of social protection and poverty reduction initiatives.

NaCSA Commissioner Ambassador Ernest Mbaimba Ndomahina outlined the Commission’s flagship projects, including the Productive Social Safety Net and Youth Employment (PSSNYE) Project, the Pro-Poor Growth for Peace Consolidation and Youth Employment (GPCYE) Project, the Sierra Leone Community Driven Development (SLCDD) Project, and the Community Demand Driven Project (CDDP). According to Ndomahina, these programs are aimed at supporting vulnerable communities and reducing poverty.

He also noted that the MoU aligns with the government’s “Big Five Game Changers” priorities, which focus on human capital development, youth employment, infrastructure expansion, technological advancement, and good governance.

Director-General of NaMEA, James Edwin, reaffirmed the agency’s commitment to monitoring and evaluating national programs to ensure measurable outcomes. He said the partnership would formalize ongoing collaboration between the two institutions and help improve the effectiveness of government projects.

Under the terms of the MoU, NaCSA and NaMEA will cooperate in capacity building, data sharing, field monitoring, and evaluation reporting to improve project performance and impact measurement.

The agreement is part of broader efforts to promote inter-agency coordination and foster a governance framework centered on accountability and results.
