Africa-Press – Cape verde. The Multissectoral Regulatory Agency for the Economy (ARME) has decided to maintain the single-ticket fares for urban public passenger transport in the cities of Praia and Mindelo unchanged for the 2026 fiscal year.
According to two ARME resolutions, dated December 24th but only now published in the Official Gazette, the ARME Board of Directors set the price of a single ticket in Praia at 43 escudos, including Value Added Tax (VAT). In Mindelo, the fare remains at 42 escudos, also including VAT.
These decisions are the result of the tariff review exercise carried out in 2024, as foreseen in the applicable legislation for the sector, and take into account the fact that ARME has not yet completed the implementation of the new Tariff Regulation for Regular Urban and Interurban Public Passenger Transport Services, which will serve as the basis for future revisions.
In both cases, ARME justifies maintaining the tariffs based on an analysis of the economic and financial indicators of the concessionary companies. In Praia, Solatlântico presented returns on assets and equity of 13% and 18%, respectively, and in Mindelo, Transcor registered returns of 22% on assets and 26% on equity. According to the regulatory body, these values reflect levels considered adequate for economic sustainability.
ARME also highlights the accumulated negative variation of 11% in the price of diesel, excluding ICMS (a Brazilian state tax), since the last tariff update, as a factor contributing to the stability of the service’s operational costs and guaranteeing the economic and financial balance of the companies.
Both resolutions came into effect on December 24, 2025.
