Morocco is in discussions to acquire two military submarines from Russia, aiming to strengthen its naval capabilities. The proposed Amur-1650 submarines, which feature advanced automation and stealth technology, have raised questions about their operational readiness and delivery timelines compared to European alternatives.
Africa. Recent military reports indicate that Morocco is continuing its efforts in the international arms market to acquire two military submarines to enhance its naval capabilities.
After initial negotiations were limited to France and Germany, Russia has also entered the fray, proposing two Amur-1650 class submarines to Rabat.
According to an analysis published by the American defense site 19FortyFive, Moscow has made an official offer to Morocco for this model, which is considered the export version of the well-known Russian submarine program “Lada,” marketing it based on two key elements: high stealth and advanced automation.
The proposed Russian submarine, approximately 66.8 meters long, operates on a diesel-electric propulsion system, making it theoretically one of the quietest in its class. It is equipped with six torpedo launch tubes and cruise missiles.
Through this model, Russia aims to provide a conventional submarine capable of simulating the performance of nuclear submarines in certain missions, thanks to its air-independent propulsion (AIP) system, which allows for longer submersion periods without the need to surface.
However, the same report raises several reservations, noting that the Amur-1650 submarine has an unencouraging reputation, as it has not yet been delivered to any foreign navy. This raises questions about its operational readiness and Russia’s ability to meet delivery deadlines.
This situation, according to the same source, places Morocco in a complex position when compared to more expensive European offers, which feature proven platforms and clearer industrial guarantees, along with long-term partnerships in maintenance and technology transfer.
In recent years, Morocco has been actively enhancing its military capabilities, particularly in naval defense, amid regional tensions. The country’s interest in acquiring submarines reflects a broader trend among nations to modernize their armed forces in response to evolving security challenges. Historically, Morocco has engaged with various countries for military procurement, including France and Germany, but is now considering Russian options as part of its strategic diversification.
