Africa-Press. The Guinean President Mamadi Doumbouya has raised the bar for his government, outlining five commitments he described as “non-negotiable,” in a move aimed at pushing ministers to accelerate project implementation and achieve tangible results on the ground.
During a cabinet meeting, Doumbouya urged his government members to transition from planning and statements to actual execution, emphasizing the need to speed up development in the country.
The Guinean president’s directives come as the fifth anniversary of his assumption of power approaches on September 5, 2021, at a time when authorities are striving to demonstrate tangible results in various sectors and development projects.
Doumbouya’s first demand is to enhance discipline in executing government projects, with a requirement to monitor progress monthly, allowing for the identification of delays, accountability, and adherence to set timelines.
The second demand pertains to the management of public funds, where the president stressed the need for strict handling of government resources, warning against any “waste or spending on appearances.”
Doumbouya asserted that public resources should be directed towards developmental priorities, rather than being used for expenditures that do not provide real value to citizens or the national economy.
He also called for improvements in the preparation of government projects before allocating funding, emphasizing the importance of conducting thorough feasibility studies and ensuring clear maintenance and sustainability plans, so that investments do not turn into costly projects without sustainable returns.
Doumbouya further stressed that government investment should directly benefit citizens by providing job opportunities, training, and skill transfer, ensuring that Guineans benefit from the projects and investments taking place in their country.
The physical presence of ministers was among the president’s key demands, as he urged them to get closer to project implementation sites and monitor citizens’ conditions themselves, stating: “A minister does not govern from his office.”
This statement reflects Doumbouya’s desire to hold ministers more accountable for overseeing the files within their jurisdictions, rather than merely relying on reports and meetings within government offices.
These directives come about two weeks after the dismissal of ministers Mory Conde and Morana Soumah, without providing a detailed explanation for their removal, while Doumbouya had publicly stated that combating corruption is a responsibility that falls on all government officials.
Thus, the Guinean president seeks to impose a stricter pattern in his government’s performance, based on discipline in project execution, safeguarding public funds, improving investment quality, linking it to citizens’ interests, as well as enhancing ministers’ field presence and transforming government plans into tangible results.
